11 Celestials are old King of Kings that have been given the ultimate honor. They now determine who the next King of King is going to be, and only the king that have truly won over their support will get their final vote.

Spending time and making offerings to the Council is one of the most important tasks the king has, and he has to make sure he is fully balanced in his island economy and still has a bountiful war chest for them to accept his always generous offering.

Kings that focus too much on wars but neglect their people will not gain any advantage in the final vote from the council.
